Construction Set in Blender?

(I typed longer post but the forum logged me out, and I lost the text.
Now shortly.)

Check Construction Set of Oblivion, or Creation Kit of Skyrim.

I want implement the same object and camera manipulators.
Best I have found is "dolly" + "turntable" mode, but please
compare the behaviour to Construction Set.

I want XY movement without pressing shift key. Disable
MB3 object movement. Use MB3 for object rotate, maybe.

Can you code Blender so that controls can be overwritten
with Python scripts? I also want code Gabriel Knight 3 type
camera movement. (Coded it to my viewer/renderer already.)
