too questions of newbie

is it possible when you create an object to always get it at 0 0 0 and not depending of the camera, may be in pref.
and is that possible to use the perspective view as camera so as to render picture( ifound the way to move the camera uneasy compared to the perp view)

Put the cursor where you want to have a new object. It does not depend on the camera.

tou can align the active camera to the active view, goto view>align view>align active camera to view, or (crtl+alt+numpad 0). I hope this helps you.

or you can open up the render preview panel in any 3D view by pressing "shift+P".
