I hope this is the right place to ask this question.
When bevel will work only on selected vertices/edges/faces ?
I must say personally this is one of my biggest issues in blender.
BTW: Thank you to all the people who are doing all this hard work.

Nope, this isn't really the right place. This is an developing forum, user questions should be posted at Elysiun. It's far more likely you'll get an answer there too.
Anyway, selective beveling isn't supported as a tool in Blender, but there is a script called Bevel Center.
(Mesh in Edit mode) Mesh -> Scripts -> Bevel Center

I think it is a little strange that blender will have fluid simulation but no decent bevel... so please stop developping fluid simulation !
Just joking, but even if it is a joke, I think that the bevel tool is a really important one.

I hope the blender bevel (when it gets developped) wont create any new geometry when I bevel. I beveled a cube and it added an edge in the center for some reason. How can I control my geometry if blender is trying to do it for me? How does it know what I want? It's the exact same problem encountered with the current cut tool. But I hope the new subdiv tools will NOT do the adding the edge to maintain tris and quads. I can fix my ngons later myself with the right tools (connect vert, edge)

if it weren't for the knife tool that blender now has, I'd probably still be reccomending wings3d... you might want to give it a try [its much different], but giving blender wings3d's features is probably a better solution
however it seems ngons are a ways off in blender
I use wings a lot, I've been in wings for a few months now. I havent even installed MAX since I formatted. Wings does what I want perfectly, and this is exactly the modelling behavior that I look for in a modeller. If blender took the wings/max tool behaviors my workflow in blender would be greately improved.
The only thing I find missing from wings is a nice widget.
