A few minor items, which don't appear to be in the buglist.
-- Changing the material color of a mesh object with no texture
doesn't always result in the color in the 3D window being updated.
A save, exit, and open is needed to force the update.
Issues that aren't clear bugs, but could be fixed.
-- The DELETE key doesn't work in button text fields. BACKSPACE does.
-- There are layer buttons in each subwindow, all locked together. Is there a reason for having duplicate buttons? That window real estate could be better used to display all the per-window buttons.
-- Selecting a material in the hierarchy window doesn't bring it up in the
material window. The material window stays with the material of the currently selected geometric object. Does selecting a material in the hierarchy window do anything?
I'm new to Blender, so I may be misinterpreteting something here.

That is because the padlock icon, to the left of the layer buttons is on. It is on by default - you can toggle the lock by clicking on the icon.
You can even have a few views locked while some are unlocked, and the locked ones stay locked together.
