I have tried deleting all but a base face on a cylinder and extruding it outwards around the circular base face and then deleting it to make a 2d ring, then extruding that outwards to make the whole culvert. I was left with some kind of inverted light and many missing faces when i viewed the texture mode and when i saw it in the game engine unity. the blender render looked perfect and the exported object looked nothing like it. ive seen some kind of addon where a guy made a long curved tube, so maybe that will make a culvert?
the textures also seem to stretch oddly across certain faces when i use texture paint mode, how can i make the textures apply evenly?

How could I create a thick tube (a drainage culvert)?

Recalculate, or flip them manually.
